ROLE AND DUTY OF DIOKPA :

GOAL AND PURPOSE OF ANIOMA:
The establishment of the association is to create welfare for the Anioma citizens living in
Belgium and Nigeria.


(1)TENURE:
The association shall elect executive officers every 2 years. The officers will be the
overseers of the affairs of the association during the tenure.
The tenure shall commence from October.
ELECTIONS: An election shall be held in the month of August in the election year.
HAND OVER OF POWER-DOCUMENTS:
The outgoing officers shall hand over all authority, monies and documents to the
incoming executives on the day of election.
INNUAGURATION:
An inauguration of the new officers shall be conducted along with the yearly IWAJI
festival in the last Saturday of September or the 1 st Saturday in October of the election
year.
EXECUTIVE POSITIONS –DUTIES:
Diokpa: This is the eldest member of the association. A male position reserved as a
position of respect for the oldest member of the organization. The founding father of the
organization shall retain this position for life.
In the event of death or incapacitation of the founding member, the oldest member of
the organization shall advance to this position.

NOTE: Diopkpa;s shall be appointed only on TWO CRITERIAS (1) BY AGE (2) MUST
HAVE BEEN ACTIVE MEMBER TO DATE AND OLDEST MAN IN THE ASSOCIATION.

(A) This is strictly an adviser position and icon of respect.
COUNCIL OF ELDERS:
They shall be responsible for advising the ruling executives . They can call a meeting
with the ruling executives at any time.
Mother of Association:
This is the female alternative of the Diokpa. The mother of association necessarily does
not have to be a past president. She shall be part of the council of elders.

President:
This is the leader of the association. The president shall have the responsibility to over-
see the entire affairs of the association.
Vice-President:
This is the second in command of the affairs of the association. In the absence of the
president, the vice president shall be in control of the affairs of the association.
General Sectary:
This is the person responsible for documenting the minutes of the meetings. All legal
documents of the organization shall be held and protected by this person.
Treasurer:
The monies of the association shall be collected, stored and protected by this office.
Financial Sectary:
This person shall be responsible for all financial records or report. The person shall give
reports to the association on a monthly basis. The reports shall pertain to the financial
position of the organization and the financial standing of every member. This office shall
work closely with the treasurer to keep accurate accounting.
This person shall have the authority to pursue or file legal documents in recovering
monies due to the association.
Provost:
This is the coordinator of the proceedings in every gathering of the association.
The officer shall head the ushering of the members and guests at every gathering.
The officer shall be in control of the audience, control over the speech and member
behavior.
The officer shall have the authority to remove any guest or member from the meeting.
The authority of the provost is limited to the guests and other members only. This
authority does not extend to members of the executive.
This officer shall have the authority to collect fines and levies from any member.
All monies or levies collected by the provost shall be immediately reported to the
financial sectary and monies immediately delivered to the treasurer.
Any guests or member who fails to comply to instructions from the provost shall be
subject to: Fines, removal from the forum or bar from further gatherings.

Cultural Director:
This is the officer responsible for the cultural activities of the association.
The officer shall have the power to coordinate cultural events, mandate members to
attend cultural activities.
The officer shall be the store keeper of all cultural equipment’s of the association.
Welfare Director:
The welfare director is responsible for the welfare of the entire group.
This officer shall be the head coordinator in matters of welfare. The duties extends to
and not limited to seeking out Anioma citizens in Belgium, extending a caring gesture,
making sure we are our brothers keepers.
Assistant Treasurer:
In the absence of the treasurer, this person shall assume all the responsibilities of the
treasurer.

Assistant Cultural Director:
In the absence of the cultural director, this person shall assume all the duties and
responsibilities of the cultural director.
Women Leader:
This is the office of a lady. The officer works directly with the interest of the women at
heart.
Her job extends to but not limited to coordinating the women to archive the goals or
projects of the association.
NOTE: All members of the executives are answerable to the president and shall comply
with instructions and directions from the president in all matters pertaining to the
association.

(2)FEES AND DUES:
(A) Every member shall pay a registration fee of 25 euros. This is a one- time fee
payable within the 1 st three months of visitation to the monthly meetings.
(B) MONTHLY CONTRIBUTION:
Every member shall pay 10 euros every month as a monthly contribution. This
contribution shall be none refundable. While registered family to contribute15 euros
monthly.
The monies collected shall be kept and used for activities of the association.
(C)DEBTS AND LOANS:
Any member owing shall pay up after a notice from the financial sectary.
Notice shall be communicated by TEXT MESSAGE, PHONE CALL OR
ANNOUNCEMENT IN THE MEETING.
(D) FAILURE TO PAY DEBTS OR MONIES DUE:
Any member past or present, who fails to pay after 90 days of notice by the financial
sectary or treasurer, shall lose all titles or benefits within the organization.

(E) The financial sectary or treasurer shall have the authority to commence legal actions
as a means to recover any outstanding debts or dues. such actions shall be optional
and discretional after 3 collection attempts or notices has been given by the financial
sectary.

(3)VOLUNTARY CONTRIBUTION:
Members of the association are privileged to lodge and voluntarily keep monies in the
coffers of the association.
(a) Minimum shall be 20,00 euros. monthly
(b) Maximum shall be 5000,000 monthly
(c) A record shall be kept and contract signed with the party and financial sectary
along with the treasurer to this effect.
(d) Monies kept shall be refunded not later than December 31 st of every year.
These monies shall bear no interest to the contributor.

DONATE  CARRY MONEY (DCM)
Members are privileged to contribute money and carry a PLOT OF MONEY per month.
(a) The minimum to join is 200 monthly.
(b) The maximum members shall be limited to 15 people.
(c) These monies shall bear no interest to the members.
(d) The financial sectary shall be the coordinator of this group.
(e) To participate, members shall enter into agreement for this section.
(f) To participate, a member’s application containing personal information shall be
submitted to the treasurer and approved by the President and VP.
(g) The association may pursue legal recourse to recover monies from a defaulting
member.
(h) To participate, members join this group at their OWN RISK.
(i) The association shall not be liable for failure to collect monies from a defaulting
member.
(5)WELFARE:
Every member of the association shall be their brother’s keeper. Members shall
establish caring concerns for one another.
(6) SOCIAL MEDIA:
All members shall provide their telephone numbers, social media links to the sectary for
inclusion in the Anioma social media.
(A) Abuse of social media. All members shall follow instructions from the executive
officers pertaining to the use of the social media.
(B) Only Anioma announcements and activities shall be listed on Anioma social
media.

(C) Abuse of the social media shall be grounds for exclusion the social media.
Members shall not use Anioma social media for chain-messages or videos.
(D) Members shall have the privilege to post individual messages on Anioma social
media.
(E) Anioma executives shall have the rights to remove or delete any messages on
the social media.
(F) Anioma executives shall have the rights to add or block any member from the
social media.
(G) Defaulters to pay fine of €20 only.
(H) Announcement to pass through PRO.

(7) DEATH:
In the event of death, the following shall apply:
(A) Death of a member: The association shall contribute 1500 euros to the surviving
spouse or immediate family member of that member.
(B) The association shall be prominent in the funeral arrangement of that member.
(C) The association shall represented at the funeral.
(D) DEATH OF A SPOUSE OR IMMIDIATE FAMILY OF A MEMBER: (parents and
children)
A contribution of 750,00 euros shall be given to that member. Conditions in
section 7A-7C shall also apply.
(E) Bereaved members to be visited by association subject to EXCO'S decision.

(8) BABY:
In the event of a new born baby to a married member: The association shall contribute
200,00 euros to the new family within 90 days.
The women leader, the welfare director and any other members shall officially visit the
baby with the contribution and any other gifts within 90 days of the delivery or arrival of
the baby.

(9)SICKNESS:
In the event of the sickness of any member, the welfare director shall visit that member
within 30 days of such notice.
The welfare director shall observe the nature of the sickness and make a written
recommendation to the executive pertaining to the sick member.
The recommendation shall contain but not limited to the following: Financial
contribution, visitations, house help, etc.
SOCIAL EVENTS
(9) IWAJI:
The association shall observe IWAJI yearly in the months of September or 1 st week of
October.

(A) A planning committee shall be constituted in the month of April to ensure proper
planning of the September or October event.
(B) YOUTH SUMMER –CAMP
The association shall organize a Youth summer –camp every year during the
summer month of July.
The Welfare Director, Cultural Director and PRO shall be the committee
members of these events.
They shall automatically commence the planning and notify the executives of
their findings and dates of these events.

(10) OUTSIDE INVITATIONS:
The invitations of other associations and organizations and companies shall be
weighed, deliberated and decided upon by the executives before being presented to the
general floor.
The executives shall have the sole discretion on how to honor or not to honor any
invitation. No donation can be presented without executive decision.
INCARCERATION:
Upon notice, the executives shall convey and deliberate on how to deal with the matter
of any member in legal custody.
DEPORTATATION OF A MEMBER:
Upon notice, the welfare director shall locate the whereabouts of such member in
Nigeria or abroad and communicate such to the executives.
The association shall contribute 500 euros to assist such member.
The monies shall be delivered to such member not later than 60 days from the date of
notice reaching the association.
RESIGNATION BY EXECUTIVE:
Any executive member wishing to withdraw from their position shall do so with a written
notice and present such only at an executive meeting.
The notice to withdraw shall be addressed to Anioma Welfare Association.
Such notice shall be delivered to any of the following at an executive meeting:
(a) President (b) VP (c) Sectary
APPOINTMENT OF EXECUTIVES BY EXECUTIVES:
Appointed members of the executive upon a vote amongst them, shall have the
authority to appoint any other member to fill any vacant position in the association.

VOTING OR IMPEACHING AN EXECUTIVE:
Any member of the association may bring a motion to impeach or remove any member
of the executive.
Such motion shall be decided by a vote in the general floor.
VOTES:
Every matter in the executive meeting shall be concluded by a vote.
The vote of the majority shall prevail both in the Executive meetings or the general
meeting.
Votes shall only be called in the general meetings for elections of new officers or at the
discretion of the president.
As a rule, votes shall NOT be called on the general floor except in exceptional
circumstances and at the presiding president’s discretion.

ELECTION VOTES:
An electoral committee of 3-5 people shall coordinate the election of new officers.
The electoral committee shall be appointed by the council of elders.
In the absence of the council of elders, the committee shall be voluntary
PRESIDENT VETO POWER:
The president has veto powers in an executive meeting.
The president has no veto powers on the general floor. (The president cannot override the
general floor decision).
MEETING PROCEDURE-CONDUCTS:
Members shall arrive at designated meeting location on or before the appointed time.
Late arrivals to meetings or official gatherings shall attract fine of 2 euros.
Members shall not engage in conversations outside of the agenda.
Members shall not interrupt anyone speaking.
Interruptions shall carry a fine of 2 euros per each interruption.
To speak, a member shall indicate so by raising of hand.
The president or provost shall decide on who speaks when hands are raised.
Every member shall participate in setting up the venue.
Every member shall participate in cleaning and rearranging the venue after every
meeting of gathering.
Last 1 hour of every meeting shall be used for cultural dance and practice.

1 hour of every meeting shall be designated for entertainment.
Deliberation and discussions in every meeting shall be limited to 2 hours.
Members may only raise issues during the call for any other matters- general.
(AOM –or MATTERS ARISING)
Permission for lateness to go through provost. Lateness allowed is 15 mins. grace.
LATENESS: Lateness is defined as arriving after the appointed time. There are NO
GRACE PERIOD FOR LATENESS.
REGISTRATION OF SPOUSE:
Legally married spouses may be registered with the association.
Legally married spouses may attend every meeting and gatherings except those abroad.
Every registered spouse shall be entitled to the same benefits regardless of place of
domicile.

ANIOMA HOUSE BELGIUM:
The association shall set up a committee to plan and execute the implementation of an
Anioma house in Belgium.
ANIOMA HOUSE NIGERIA:
The association shall setup a committee to plan and execute the implementation of an
Anioma house in Nigeria.
DISPUTE RESOLUTION:
Any dispute between members shall be resolved by a special committee to be
appointed for each individual issue.
FAILURE TO PAY FINES OR DUES:
Failure to pay fines, dues, levies, contributions after three notifications shall attract
possible legal remedies.
FAILURE TO ATTEND:
Failure to attend three consecutive meetings without exception notice by the president
shall attract a fine of 100 euros.
Any member not exempted by the president shall be subject to membership
cancellation/reregistration.

Failure to attend invitations without excuse and permission from President attracts €500 fine.
CANCELLED MEMBER:
Any called member shall lose all benefits except the voluntary money contributed by
that member.

LEVY OR TAX:
To accomplish some of its projects, the association may from time to time, tax or levy
members.
Failure to pay these monies constitutes DEBTS OR LOANS and may attract legal
collection procedures.

MARRIAGE:
Upon notice, the association will contribute 500 euros to support any member getting
married.
Notice MUST be given to the association 90 days before the marriage.
The association shall be prominent in the planning and attendance.
If the marrying couples both belong to the association, the financial contribution shall be
700 euros collectively to the couple.

FAILURE TO COMPLY:
Any member in violation of these constitutions shall be warned by the president.
After three warnings, a violating member shall be removed by the executives. This
MUST be by a majority vote of the executives.
The president has NO VETO POWER in this regard.
ADDITIONS-FUTURE AMENDMENTS:
This constitution shall be binding upon all financially registered members.
The constitution may only be amended by a majority vote in an executive meeting.
Auditing of Anioma Welfare Association financial books shall be yearly by nominated members.

This CONSTITUTION shall be legally binding once signed and adopted by a minimum
of four members of the executive.
